The report and recommendation of the president for the proposed loan to Georgia for the Regional Power Transmission Enhancement Project describes the terms and conditions for the approval of ADB's Board of Directors.

Georgia is endeavoring to develop a regional power market comprising Armenia, Azerbaijan, and Turkey, with Georgia serving as a transmission hub and as a seasonal exporter of environmentally clean hydropower. To achieve this, in addition to the development of hydropower and cross-border transmission facilities, investments are required to upgrade system operation reliability and efficiency, and enhance transmission capacity. The project will include three main components: (i) substation rehabilitation and improvement, (ii) construction of a new Khorga 220/110-kilovolt substation, and (iii) consulting services.
