Description

The report and recommendation of the president for the proposed Trade Facilitation: Improved Sanitary and Phytosanitary Handling in Greater Mekong Subregion Trade Project in Viet Nam describes the project terms and conditions for the approval of the Board of Directors of ADB.

The project will strengthen institutions and operational and management capacity in Viet Nam for operating a cost-effective sanitary and phytosanitary (SPS) system that facilitates trade and protects health. It responds to major concerns in the Greater Mekong Subregion (GMS) over SPS handling and food safety, especially (i) weak harmonization and coordination with regional and international SPS and food safety requirements, (ii) insufficient institutional contacts between GMS countries and lack of trust in each other's systems, and (iii) major capacity gaps. The project will focus on GMS trade in food products to which SPS measures apply. It will establish, strengthen, and implement (i) surveillance and inspection programs for food safety, including safer food handling in the tourism industry; and (ii) regional cooperation and harmonization of SPS management in food trade.
