Background

Until recently, regional energy initiatives in the GMS have centered around the power sector, cross-border electricity trading, and the interconnection of transmission networks. Recognizing that access to modern energy services is critical for economic development and for improving the quality of life of the poor, the GMS countries requested ADB to initiate a comprehensive study to define a regional strategy for all energy subsectors. Responding to this request, ADB designed a technical assistance (TA) project to develop a medium-term regional strategy for the energy sector. ADB approved the project on 3 January 2006.
