Building human capital and a skilled labor force

Jouko Sarvi
As ADB’s Practice Leader for Education, Jouko Sarvi coordinates policy and strategy of ADB's support to education development in Asia and the Pacific region. He leads knowledge sharing on good practice and innovation in education development, and coordinates external partnerships in the sector. Mr. Sarvi is also the Chair of Education Community of Practice of ADB. Prior to joining ADB, he worked in education development in various positions in Asia and the Pacific, Africa, Middle East, and the Balkans.


Karina Veal
As Senior Social Sector Specialist of ADB, Karina Veal helps countries in South Asia improve and expand their education and training systems. She currently has projects in Nepal, India, Bhutan and the Maldives. Prior to working in ADB, Ms. Veal operated an independent consultancy practice in education for development, working with UN and bilateral agencies across the developing world. Before that, she worked in a variety of public policy leadership and advisory roles. She came to ADB armed with extensive experience in developing workable solutions to complex problems, particularly for skills development, including in post-conflict and post-disaster situations. Ms. Veal, a dual national of Australia and the UK, holds a degree in Social Sciences from Swinburne University and a post-graduate qualification in Policy and Law from LaTrobe University.


Shanti Jagannathan Shanti Jagannathan
As Senior Education Specialist in the Regional and Sustainable Development Department in ADB, Shanti Jagannathan works on education policy and strategy in general and on skills development in particular. She recently co-edited a volume on Skills for Inclusive and Sustainable Growth in Developing Asia-Pacific. She is the Convener of the ADB International Skills Forum series from 2011 to 2013. Shanti is currently engaged in a study on Asia’s Knowledge Economies. Prior to joining the ADB, she worked with the European Union on development cooperation in South Asia and with an economic research think tank in India. She is an Indian national and continues to be involved in civil society initiatives in education in India.
