The purpose of this brochure is to highlight the broader menu of reform options for government policy makers—particularly those responsible for trade growth and more effective public procurement governance—that has arisen as the world economy has become more integrated and regionalized.

This paper examines the welfare impacts of preferential liberalization using more realistic utilization rates, versus non-preferential approaches- multilateralization of preferences and global liberalization, employing a multi-country model.

Findings from this survey suggest that trade finance gaps exist and need to be addressed because of the strong links between trade finance, business expansion, and job creation.
