Strengthening Member Countries
ADB encourages its member countries to work together and learn from each other’s approaches to common issues in achieving development effectiveness and results. Based on the countries’ requests, ADB designs and supports appropriate capacity development initiatives, including forming Communities of Practice in the region to share and develop ideas and knowledge on these issues.
Capacity building in results-based public sector management
Results-based approaches to improving public sector performance enable governments to make informed decisions to sustain development outcomes. This is fundamental to ensuring that ADB’s activities in its developing member countries (DMCs) are successful and sustainable.
ADB has developed a framework for results-based public sector management which was reviewed and validated by practitioners and academics. ADB’s support for results-based management using the framework was piloted in Bangladesh, Bhutan, and Cambodia, and is being applied to other DMCs.
A number of technical assistance projects (country) and regional technical assistance projects approved since 2002 support capacity development in results-based planning, budgeting, monitoring and evaluation in ADB DMCs.
Asia-Pacific Community of Practice on MfDR
The Asia-Pacific Community of Practice on Managing for Development Results (APCoP) acts as a catalyst to help member countries manage for development results by:
- creating and disseminating knowledge products on MfDR,
- increasing the MfDR capacity of APCoP members,
- expanding APCoP membership, and
- assisting in the development of country-level capacity development plans for MfDR public sector management approaches.
APCoP was established in 2006 with ADB technical assistance. APCoP’s membership has grown from 26 members from 11 DMCs in 2006 to over 700 members from 38 DMCs in 2011.

Capacity Development for Development Effectiveness (CDDE) Facility and Asia-Pacific Community of Practice on Aid Effectiveness
The CDDE Facility was launched in Manila in March 2009. This is a joint donor initiative supported by the Government of Japan, UNDP Regional Center in Bangkok, World Bank, and the ADB. It was developed in response to requests from partner countries for more systematic and predictable support towards localization and implementation of the Paris Declaration and Accra Agenda for Action. It serves a Community of Practice of over 500 members.
The 2010-2011 Work Plan for the CDDE covers two service lines:
- Peer to Peer: Strengthening collaboration in the region
- Knowledge Management and Help Desk: Connecting people and knowledge
The CDDE Facility serves the Asia-Pacific Community of Practice on Aid Effectiveness, made up of over 700 members. Twenty one countries across Asia and the Pacific have benefited from the CDDE Facility, including: Afghanistan, Bangladesh, Cambodia, Cook Islands, India, Indonesia, Kiribati, Korea, Kyrgyz Republic, Lao PDR, Mongolia, Nepal, Pakistan, Papua New Guinea, Philippines, Solomon Islands, Samoa, Sri Lanka, Thailand, Timor-Leste and Viet Nam.
