Outreach

ADB conducted internal and external briefings to explain the key changes in its Public Communications Policy 2011. The major changes included early disclosure of selected Board documents, additional ADB information to be disclosed, a new public communications approach to improve communications with stakeholders, a streamlined list of exceptions, a new negative override provision, and the introduction of an independent appeals panel to review information requests denied by ADB.

Briefings were held in Australia, Bangladesh, People's Republic of China, India, Indonesia, Kazakhstan, Kyrgyz Republic, Lao People's Democratic Republic, Nepal, Pakistan, Philippines, Viet Nam, and United States.

In some countries, the outreach included the introduction of ADB's updated Guide to Participation, which offers an expanded range of tools for effective participatory approaches in ADB projects, and changes in complaint procedures under the revised Accountability Mechanism 2012.

ADB conducted 18 outreach briefings in 13 of its member countries in 2012 to explain to various stakeholders how the revised Public Communications Policy, which took effect on 2 April 2012, would improve inclusiveness and transparency in its operations.
