This is the seventh annual report on portfolio performance, prepared to determine trends and evaluate issues related to the performance of ADB’s main portfolio, covering sovereign loans, grants, technical assistance (TA) projects, and private sector operations; and draw lessons for improving portfolio performance in the future.

The purpose of the 2008 Annual Evaluation Review is to (i) outline the evaluation activities of OED in 2007, (ii) summarize the performance of ADB projects and programs as shown in the completed self- and independent evaluations, and (iii) synthesize the key findings and lessons from 2007 evaluation reports to guide future operations.

This report presents a summary of the actions taken by the Management of the Asian Development Bank (ADB) in response to the recommendations contained in the evaluation studies prepared by the Operations Evaluation Department (OED) for consideration by the Development Effectiveness Committee (DEC) of the Board of Directors.

This is the sixth Annual Report on Portfolio Performance which focuses on the way management for development results is currently practiced in portfolio management and provides recommendations on how the quality of project performance monitoring and management can be improved.

This 2006 Annual Evaluation Review (AER) of the Asian Development Bank (ADB) has two objectives: (i) identifying key factors that influence project success; and (ii) assessing the impact of the Operations Evaluation Department (OED) as measured by the degree to which OED’s recommendations are implemented. Most of the analysis in the report focuses on the first issue.

The 2005 Annual Evaluation Review differs from its predecessors in terms of structure, content, and analytical depth, and is the first step in turning the annual review into an annual review of development results.
