ONGOING EVALUTION. The evaluation will examine ADB’s governance policies and plans and appraisal of its governance operations over the past decade. By evaluating ADB’s governance experience and drawing on lessons and evidence from the wider global experience, the evaluation will provide guidance to strengthen the effectiveness of ADB’s future work in this area. The evaluation findings will feed directly into the 2014 midterm review of Asian Development Fund XI.
April 2013
This technical assistance performance evaluation report covers six facility-type technical assistance projects approved by ADB for the People’s Republic of China (PRC). The report is focused on the working this facility-type technical assistance approach, how it evolved, its present status, and the contributions of subprojects to the government’s policy reforms and capacity development efforts. The report identifies lessons and offers recommendations to ADB on whether and how to plan and manage similar modes of engagement with governments in upper- and middle-income countries that have relatively strong in-country capacities.

On 15 January 2013, the Director General, Independent Evaluation department, received the following response from the Managing Director General on behalf of the Management on the Special Evaluation Study on Real-time Evaluation of the Multitranche Financing Facility.

This evaluation examines the costs and benefits associated with the multitranche financing facility modality, by considering efficiency gains or cost reductions as well as gains in development effectiveness. The evaluation reviews whether lessons or initial outcomes before it was mainstreamed led to any changes in policy for the facility or operating requirements to improve its effectiveness. The study also provides insights into the future design of multitranche financing facility interventions.
