Validates the completion report's assessment of the project aimed at improving the ability of local and provincial governments in Indonesia to efficiently deliver urban infrastructure services. Nongovernment institutions were expected to participate in urban management and national agencies to provide advisory services and training programs. IED overall assessment: Partly successful.
