The process and outcome of the Asian Development Bank’s (ADB’s) country strategy and program 2006–20101 are consistent with broader harmonization and alignment policies. The country strategy priorities are fully aligned with the National Poverty Reduction Strategy (NPRS) vision, strategies, and priorities, as set out in the NPRS triangular framework of economic growth, human development, and governance. The country strategy results framework draws directly on NPRS performance indicators.

The joint country strategy initiative originated in 2004 when the four largest donors in Bangladesh—Asian Development Bank (ADB), Department for International Development (DFID), Japan, and the World Bank—agreed to synchronize the timing of their individual country assistance strategies.

The case studies presented in this report were conducted in preparation of the special evaluation study (SES) of the Asian Development Bank’s (ADB) 1995 Policy on Involuntary Resettlement (IR). This SES was conducted by the Operations Evaluation Department (OED) upon the request of the Development Effectiveness Committee (DEC) of ADB’s Board of Directors.

This case study evaluates the Self Help Groups and their Federations, as facilitated under the Project. The study is based on field visits to the project towns in Karnataka during August and September 2005, and was updated during May 2007. It integrates secondary sources of information.
