This report validates the findings of the Cambodia country partnership strategy (CPS) final review, assess the quality of the self-evaluation and identify lessons and recommendations to improve the design and implementation of the upcoming CPS while providing a basis to ensure accountability for future self-evaluations.
This country assistance program evaluation report provides the first assessment of the Asian Development Bank’s (ADB) strategies and programs in Tajikistan during August 1998–October 2013. Its primary objective is to improve the effectiveness of the development support ADB provides to the country. Taking into account the economic, political, and development context in which the program was formulated and implemented, the evaluation aimed to (i) independently assess the performance of ADB assistance to the country, (ii) identify factors affecting this performance, and (iii) draw lessons and make recommendations on operational improvements for consideration in ADB’s forthcoming country partnership strategy for Tajikistan.
This paper documents the Chair's Summary of the Development Effectiveness Committee Discussion held on 18 June 2014. This meeting discussed the 2014 Annual Evaluation Review (AER), which focused on (i) ADB’s project performance on both shorter and longer time frames, (ii) the follow up to evaluation recommendations, (iii) the sustainability of ADB’s energy operations, and (iv) trade-offs between inclusive and environmentally sustainable growth.

These guidelines are interim in nature as they will be further revised to reflect changes in the Guidelines for Preparing Performance Evaluation Reports for Public Sector Operations, which is being updated. This interim guidelines were prepared to accommodate various changes in the validation exercise that have been introduced through various IED circulars and changes in ADB’s Operations Manual since 2012.
This edition of Learning Lessons focuses on the recommendations from Independent Evaluation’s study Inclusion, Resilience, Change ADB’s Strategy 2020 at Mid-Term for ADB to increase its impact. Broadly, the report found that ADB’s strategic agenda remains relevant, but the institution needs to adapt its business model—and most importantly harness its financial and human resources and partnerships—to better deliver on that agenda.
