This corporate evaluation examines the effectiveness of ADB’s approach to support the strengthening and effective application of country safeguard systems by its developing member countries, and the degree and effectiveness of the implementation of safeguard requirements for financial intermediary projects.

This report assesses ADB support for enhancing governance and draw on lessons and evidence from the broader global experience. The evaluation provides guidance to strengthen the effectiveness of future work in this area. The findings will also feed into the midterm review of Asian Development Fund (ADF) XI, to take place in late 2014.

The midterm review of Strategy 2020 provides the Asian Development Bank (ADB) a precious opportunity to draw on its vast experience over the first 5 years of the strategy’s implementation. This evaluation report views the three strategic agendas of inclusive growth, environmental sustainability, and regional integration set out in 2008 as being highly relevant for the second half of Strategy 2020. The thrust of this evaluation is to press on actions and results on the ground—with determination and a reinvigorated sense of urgency—that will make the pursuit of the threefold agenda much more effective going forward.

This thematic evaluation study seeks to understand how ADB has been contributing towards private sector development by improving the enabling environment for private sector businesses to identify ways of enhancing such efforts in line with Strategy 2020 objectives.

This evaluation focuses on the performance of ADB’s decentralization for quality service delivery and development effectiveness and provides policy recommendations.

This evaluation examines the costs and benefits associated with the multitranche financing facility modality, by considering efficiency gains or cost reductions as well as gains in development effectiveness. The evaluation reviews whether lessons or initial outcomes before it was mainstreamed led to any changes in policy for the facility or operating requirements to improve its effectiveness. The study also provides insights into the future design of multitranche financing facility interventions.

This study identifies lessons to help ADB become a stronger knowledge institution. It looks back to assess past accomplishments  against expectations, as well as looking forward to determine what features are essential to make ADB more effective as a knowledge institution and how these features can be adapted to the changing context of the Asia and Pacific region. 

The special evaluation study will assess the relevance of ADB's Disaster and Emergency Assistance Policy, the adequacy of ADB response to disaster and disaster risks in the Asia and Pacific region, and the development of good practices for implementation of ADB operations and country programming. 

This study shows that ADB’s support has been relevant and responsive to the sector development needs of developing member countries. ADB support performed reasonably well at the macro level in easing regulatory and policy constraints. However, it was less than effective in market and institutional development, sustainability of microfinance operations, and outreach to the poor.

This thematic evaluation study aims to understand how private sector operations, which accounted for 9% of total operations during 2000–2012, are contributing to inclusive and environmentally sustainable growth as part of efforts to promote private sector investments and growth. The study primarily seeks to identify lessons from relevant experience with a view to informing the selection, design, and monitoring of future private sector operations.
