The main objective of the Country Assistance Program Evaluation is to assess the relevance, efficacy, and efficiency of the Asian Development Bank’s (ADB) total developmental assistance to Viet Nam for 1993-1998.

The Greater Mekong Subregion (GMS) Program is ADB's first major subregional initiative across a range of sectors. ADB's performance in supporting the GMS Program is assessed in relation to GMS' objectives, and to ADB's mandate and strategy for subregional cooperation.

This special evaluation study reviews the effectiveness of involving NGOs/CBOs in ADB lending and technical assistance operations and determine whether such involvement helps address issues and priorities of ADB's development agenda more effectively.
