This Learning Curves summarizes the country assistance program evaluation for the Kyrgyz Republic which assesses ADB’s country strategies and program from 1994 until 2010. ADB support was rated satisfactory, although major constraints and risks remain. 

The Asian Development Bank reformed its technical assistance (TA) policy in 2008. Since then, TA performance has shown signs of improvement. The success rates of TA completion reports have improved since 2009, although these are self-evaluations and need to be interpreted with caution. More of ADB’s external stakeholders perceived ADB as an excellent source of knowledge on development issues

This document summarizes the discussion of the Development Effectiveness Committee of the ADB Board of Directors held on 22 May 2013. This meeting discussed the Thematic Evaluation Study on ADB’s Support for Achieving the Millennium Development Goals.

The Independent Evaluation Department has prepared this report to validate the CPSFR findings; assess the quality of the self-evaluation; and identify lessons and recommendations to improve the design and implementation of the upcoming CPS, as well as the quality and accountability of future self-evaluations. Since there was no new CPS for 2012, the CPS 2007–2011 is understood to guide ADB operations in the country until the new CPS is prepared.
