NGOs to Verify the Provision of Water and Sanitation Services to the Poor in Nepal
Poor communities benefit from piped water supply services provided by NGOs.
NGOs will play a key role in verifying the provision of piped water supply services and pit latrines to poor rural communities in Nepal. The Second Small Towns Water Supply and Sanitation Sector Project provides improved water supply and sanitation services to roughly 240,000 people in 20 small towns in semi-urban Nepal. Innovative output–based aid (ODA) approaches are being piloted on a cost sharing basis with poor communities. Grants to local water service providers “are provided only when the delivery of specific services or “outputs" have been confirmed by an independent verification agent." Local NGO’s act as the independent verification agent, photo-documenting the conditions of the proposed sites prior to any construction and checking the facilities are functioning 6 months after construction.
