Many countries have pledged to reduce the levels of greenhouse gas (GHG) emissions in line with nationally appropriate mitigation actions. In addition, developing countries in the region have also prepared national adaptation programs of action. ADB is providing assistance to refine policies, build associated capacities, and identify financing.

Putting climate into policies

Through development policy and poverty reduction dialogues, ADB is incorporating climate change considerations into plans and actions, including its own regional and country partnership strategies.

Working with regional and private partners

Through regional cooperation activities, ADB is addressing trans-boundary issues and sharing experience in tackling common challenges brought about by climate change. The role of the private sector is being assessed for better integration into these activities.

Mainstreaming Climate Resilience into Development Planning Cambodia This Pilot Program for Climate Resilience (PPCR)-funded project aims to mainstream adaptation and disaster risk reduction into national and subnational development planning. The project includes strengthening of institutional capacity, conducting feasibility studies for priority projects of the National Adaptation Program of Action; establishing a civil society support mechanism to fund small-scale community-based adaptation activities, and generation and dissemination of knowledge for climate change adaptation in various sectors.
Economics of Climate Change in Central and West Asia Regional This TA will provide a better understanding of the cost of climate change in the target countries by identifying priority investments for climate resilience and low-carbon growth. The TA will have two components: (i) adaptation to climate change will assess the costs and benefits of implementing adaptation measures to reduce the adverse effects of climate change on energy and water resources in the most vulnerable countries, i.e., Afghanistan, the Kyrgyz Republic, and Tajikistan; and (ii) mitigation of climate change will assess the costs and benefits of GHG emission reduction measures and formulate low-carbon growth investment proposals for energy and transport in the most carbon-intensive countries in the region, i.e., Azerbaijan, Kazakhstan, and Uzbekistan.
Enabling Climate Change Responses in Asia and the Pacific DMCs Regional This Technical Assistance (TA) focuses on building climate change and disaster risk reduction in vulnerable sectors and mitigating greenhouse gas emissions of highly polluting sectors at the interregional, regional, national, and subnational levels through capacity building, knowledge sharing and the generation of project concepts for adaptation and mitigation interventions. Through this TA, ADB will provide governments with better scientific and economic data at national and subnational levels to assist decision-making. Participating governments will be able to identify strategies for climate change and disaster risk reduction response and build related institutional capacity.
Establishing a Pilot Center to Facilitate Climate Technology Investments in Asia and the Pacific Regional This TA seeks to create a pilot center that will help coordinate assistance in Asia and the Pacific to accelerate the development and deployment of climate change mitigation and adaptation technologies. The pilot project seeks to enhance the diffusion of new technologies to help ADB's developing member countries mitigate the causes of climate change and adapt to its consequences.

Support for the National Action Plan on Climate Change India ADB is providing technical assistance to support the National Water Mission of India’s National Action Plan on Climate Change for an in-depth assessment of the main areas of adaptation to climate change in three pilot sub-basins currently having serious issues of water sustainability, which may have significant implications to their resilience to climate change. Under the technical assistance, broad strategies have been developed for water resources related to climate change adaptation and the establishment of integrated water resources management. For each of the three sub-basins, location-specific strategic frameworks have been developed to address present issues and projected requirements for adaptation that can be gradually scaled up to other sub-basins.
National Integrated Water Resources Management Support Lao People's Democratic Republic Approved in 2011, this TA will help the Water Resources and Environment Administration (WREA) (i) identify entry points for mainstreaming climate change concerns in water resources planning and management at both the policy and operational level and (ii) strengthen the capacity of decision makers to climate-proof water infrastructure. The TA will extend the impact of support to WREA capacity building for climate change adaptation.
Rural Community-Based Renewable Energy Development in Mindanao Philippines Approved in 2011, this TA will develop business models through at least five pilot systems using microhydro, solar photovoltaic, small wind, and other indigenous sources, with an estimated capacity of 200 kilowatts (kW) overall to serve the energy needs of about 1,500 households in the Caraga region of Mindanao.
Strengthening Capacity for Climate Change Adaptation Sri Lanka Responding to a request from the Government of Sri Lanka, ADB initiated a technical assistance (TA) project titled "Strengthening Capacity for Climate Change Adaptation" in 2009. Working with and through the Climate Change Secretariat, Ministry of Environment, the project aimed to increase Sri Lanka’s resilience to climate change impacts, while pursuing sustainable economic development and natural environment conservation. The TA was also expected to stimulate improved effectiveness and better organization of stakeholders to address climate change adaptation in Sri Lanka. The underlying objectives of the TA were to move focus of the discussion concerning climate change in Sri Lanka toward adaptation, and assist in positioning Sri Lanka to mobilize significant investments in support of climate change adaptation.
Core Environment Program and Biodiversity Conservation Corridors in the GMS Regional To enhance the environmental sustainability in the GMS, improve land use and forestry policy enforcement, and enable vulnerable communities to adapt more readily to the negative impacts of climate change, the project is developing sound environmental management systems and institutions that will mainstream environmental and biodiversity protection in the GMS. It assesses the environmental sustainability of priority development strategies and investment plans for the GMS economic sectors and corridors, implements biodiversity corridor activities in at least five pilot sites, and institutionalizes environmental performance assessment (EPA) procedures and systems in the GMS countries.
Strengthening Sound Environmental Management in BIMP EAGA Regional To strengthen sustainable management of natural resources in the BIMP-EAGA, the study will prepare a design for a regional environment program. Specifically, the study is strengthening the policy and institutional conditions for sustainable management of fisheries, and coastal and marine resources; increasing the climate resilience of fisheries, coastal and marine resource systems, and marine protected areas; promoting the sustainable financing of marine protected areas, and other coastal and marine resources management measures; and promoting coordination and harmonization of project management.
Support for the National Target Program on Climate Change with a Focus on Energy and Transport Viet Nam Approved in 2011, this TA will (i) develop of detailed NTP action plans by the target ministries, province, and cities; (ii) strengthen institutional capacity of key agencies within government, research institutes, and the private sector in planning and designing climate change responses; (iii) design and implement a community awareness campaign; and (iv) develop pilot projects to help reduce GHG emissions and optimize adaptation responses to climate risks.
