Post-disaster Response, Rehabilitation and Reconstruction
ADB has been actively involved in supporting developing member countries (DMCs) in their post-disaster reconstruction activities. Through the modality of Emergency Assistance Loans it helps DMCs rebuild high-priority physical assets and restore economic, social and governance activities after disasters.
In 2009, ADB established the Asia Pacific Disaster Response Fund (APDRF) to bridge the gap between existing ADB arrangements to support DMCs reduce disaster risk through loans and grants, and longer-term post-disaster reconstruction lending. The APDRF is targeted at providing quick disbursing grants to assist DMCs in meeting immediate expenditure for the restoration of life-preserving services. To date, the APDRF has been utilized on 13 occasions.
In 2012, ADB approved a pilot disaster response facility for countries eligible for concessional Asian Development Fund financing to enable a more flexible, predictable, and systematic approach to disaster response.
