Urban Transport

Across the region, urban transport remains underdeveloped and inefficient, leaving urban residents unable to fully exploit economic opportunities due to lack of mobility.

Deficiencies stem from lack of funds, inefficient regulatory frameworks, poor allocation of road space, inadequate traffic management systems, institutional weaknesses, and underdeveloped public transport systems.

Current urban transport systems also rarely integrate social concerns and the specific needs of vulnerable groups. Drastic increases in the number of vehicles have strained urban road networks, resulting in congestion for much of the day.

Improving urban transport requires a strategic development framework that will link land use planning, urban transport, effective environmental management, and inclusive social development and poverty reduction. The framework includes

  • Strengthening institutional capacities to improve traffic regulations and their enforcement
  • Integrating planning and programming
  • Promoting sustainable transport schemes based on affordable, environmentally-friendly, motorized and nonmotorized transport
