ADB's Tsunami Assistance to Sri Lanka - Fast Facts

Total Funding: US$ 157 million (does not include co-financing).

Key Challenges:

The current security situation is affecting the progress of project implementation in northern and eastern areas, and the situation makes it difficult to find suitable contractors. Price escalations in construction materials, and restrictions on the transport of construction materials to northern and eastern areas, has further delayed project completion.

Next Steps:

The project implementation is being strengthened to (i) facilitate contract awards; (ii) improve supervision to ensure satisfactory quality of works; and (iii) increase capacity of Government to accelerate implementation.

Rural Micro-Finance for Families:

US$: 12.1 million
Summary: Providing micro-credit assistance to vulnerable families.
Of Note: 21,522 families in all affected districts have been able to begin earning a better living.

Community Development – Northeast Coast:

US$: 23.7 million
Summary: Assistance to rebuild damaged livelihoods and create new opportunities; small enterprises for vulnerable groups (women-based initiatives)
Of Note: 278 livelihood sub-projects are already under implementation, helping families improve their standard of living.

Community Restoration & Development – Northeast:

US$: 18.4 million
Summary: Construction and/or refurbishment of basic community infrastructure, common recreation facilities for children, post-trauma recuperation centers, small-medium town schemes, and new local government and district offices. Establishment of community based organizations.

Reconstruction – South:

US$: 20.2 million
Summary: Support for small enterprises for vulnerable groups (women-based initiatives); reestablishment of community based organizations, reconstruction of basic village-level infrastructure facilities, and reconstruction of damaged local government and district offices.

Costal Resources Management:

US$: 15.1 million
Summary: Repairs to the fisheries harbors, replanting in coastal areas, provision of boats and fishing gear to fishing communities, establishment of boat building yards, and repair/extension of coastal stabilization structures.
Of Note: Coastal stabilization structure repair complete in Southern and Western provinces.

Water Supply and Sanitation:

US$: 10.1 million
Summary: Provision of community-based common wells, other small-scale water and sanitation schemes, and the provision of individual sanitation facilities. Expansion of distribution schemes to cover newly resettled areas.

Road Rehabilitation and Reconstruction:

US$: 55.2 million
Summary: Reconstruction of national roads, culverts, and bridges. Improvements to drainage systems along national roads, and support for road safety improvements. Reconstruction of access roads, local roads, culverts, irrigation and village roads.

Legal Assistance and Governance:

US$: 1.9 million
Summary: Helping over 10,000 tsunami-affected families obtain requisite legal documents and resolve disputes. Establish tsunami mediation boards (public grievance review and private dispute resolution).
Of Note: Legal Aid Commission centers are functioning in Akkaraipattu, Matara, Kalmunai, Colombo, Galle and Hambantota.
