ADB recently commissioned a study on the cost of diesel fuel desulphurisation for different refinery structures in 12 Asian countries. As more countries impose stricter maximum allowable limits to the sulphur level of diesel fuel, new regulations have usually been linked to claims about high investments needed to install new refinery desulphurisation units. ADB commissioned the study to provide better information on actual and projected costs. The study calculates the capital investment needed and product cost based on the following sulphur levels: 3000, 1000, 500, 350, 250, 50, and 10 parts per million (ppm). The final report was submitted to ADB on 10 January 2003.
Previously, ADB organized a regional workshop on Fuel Quality and Alternative Fuels in New Delhi, India from 2-4 May 2001. About 120 participants attended this event, representing government, the vehicle and oil industry, research organizations, the NGO community, transport associations, and multilateral institutions.
