Regulatory agencies:

EMSD and TD collaborate closely on vehicle inspections, retrofitting, and mechanical requirements for importing and servicing vehicles. TD also responsible for transport planning, traffic management, and pedestrianization schemes.

When LPG taxis are involved, the Fire Services Department (FSD) administers gas safety, i.e., requirement of gas tanks both in the vehicle and in refilling stations.

Regulatory framework

  • Air Pollution Control Ordinance 1983 - first legislation to control air pollution
  • Ozone Layer Protection Ord. 1988
  • Air Pollution Control (Fuel Restriction) Regulation 1990 - to limit the sulphur content and viscosity of fuel oils
  • Air Pollution Control (Vehicle Design Standard, Emission) Regulations - enacted to require all new vehicles up to 2.5tonnes to comply with stringent emission standards, and for all new vehicles with petrol engines to operate only on unleaded petrol by 1992
  • Road Traffic Ordinance - amended in 1992 to empower the Commissioner for Transport to direct traffic for environmental reasons
