Vehicle Emissions Reduction

Comprehensive vehicle emissions control program, 2000-2005

In 2000, a comprehensive air quality program was initiated to reduce particulate emissions (PM) by 80% and NOx by 30% toward the end of 2005.

Key strategies:

The Government will

• adopt tighter fuel and vehicle emission standards
• adopt cleaner alternatives to diesel where practicable
• control emissions from remaining diesels with devices that trap pollutants (retrofits)
• strengthen vehicle emission inspections and enforcement against smoky vehicles
• promote better vehicle maintenance and eco-driving habits

Budget:

About $1.4 billion was allocated for this program to help

• diesel taxi owners -- and eventually light bus owners -- to cover the cost of switching to cleaner alternatives
• owners of older, pre-Euro diesel vehicles to install devices that trap pollutants
