Background
Independent studies by the World Bank, the Japan International Cooperation Agency (JICA), the Regional Environmental Management Agency DKI Jakarta (BPLHD-DKI Jakarta) have shown that air quality in Jakarta has exceeded safe limits.
The transport sector is the main contributor of air pollutants like carbon monoxide, hydrocarbon, and lead.

Methodology
An Integrated Vehicle Emission Reduction Strategy (IVERS) workshop was organized in October 2001 to ensure broad-based stakeholder involvement in the drafting of the action plan. The IVERS workshop created a multi-sectoral action plan group called Mitra Emisi Bersih (MEB). The MEB Forum’s main objective was to develop an action plan through a participatory and process approach, and avoid institutional overlap on issues related to vehicle emissions.
