Regulatory agencies

  • Ministry of the Environment (ENV) - established in 1972
  • Pollution Control Department - under ENV
  • Ministry of Communication - responsible for formulating and implementing the land transport and land use policies
  • Land Transport Authority (LTA) - under Ministry of Communication; responsible for vehicle registration, licensing, road design and engineering

Regulatory framework

  • Environmental Pollution Control Act (EPCA) - consolidates separate laws on air, water, and noise pollution
  • Environmental Pollution Control (Fees for Licences) Regulations
  • Environmental Pollution Control (Vehicular Emissions) Regulations 1999
  • Environmental Pollution Control (Air Impurities) Regulations 2000 - enforced since Jan 2001, it replaced the Clean Air (Standards) Regulations of 1978

Additional measures:

  1. Motor Industry Certification Board was formed to administer Motor Workshop Certification Scheme
  2. Chassis Dynamometer Smoke Test (CDST) has replaced the free acceleration test for diesel-driven vehicles
