2nd NARBO Technical Advisory Committee Meeting
Meeting Report

The Network of Asian River Basin Organizations (NARBO) established a Technical Advisory Group (TAC) in 2008 to review and advise NARBO’s leadership and secretariat. In its 2nd meeting, NARBO TAC provided advice on the direction of NARBO’s IWRM Training program, including on the design of NARBO's 6th IWRM Training. IWRM Guidelines and the results of the 5th IWRM Training discussed.

 
Event Details

Comments on the 5th IWRM Training.

  • The 5th IWRM training course was successful and can be a good prototype of future trainings.
  • It was challenging to address time requirements for specific subjects, e.g. field visit, IWRM coverage, etc.
  • Feedback survey is needed to see the usefulness of the IWRM training.

Strategy for NARBO’s IWRM Training

  • NARBO will focus on middle and senior level officers as training participants. Basic IWRM proficiency courses and guidelines are available online.
  • NARBO should focus on river basin organizations’ decision makers.
  • NARBO’s work should focus on establishing certain standards, and certification can be issued by NARBO secretariat.

Discussion on IWRM Guidelines. NARBO TAC recommends that NARBO’s IWRM Guidelines should, among others:

  • Use simple and visual language, easily understood by technical experts who work in river basin organizations
  • Follow the “Spiral Model” to enhance implementation of IWRM
  • Be translated in local languages
  • Be forward-looking and useful to academe

Promoting the IWRM Guidelines

  • Producing a 10 minute film on IWRM
  • Developing an “IWRM Game” as an educational tool to understand IWRM processes
  • Active promotion of the guidelines in various conferences and forums. The Center for River Basin Organization and Management (CRBOM), established in April 2009, is going to apply this guideline into their work. CRBOM will provide the most effective and practical information, analysis, advice and capacity development services in the field of river basin organizations. CRBOM activities will be implemented through NARBO.

  • The 6th IWRM training is a good opportunity to promote IWRM Guidelines. Lessons from the previous trainings, especially from the 5th Training, should be accounted for. Improved contents should multiply impacts.
  • Nature of the 7th Training should be a “training of trainers” to multiply impacts.
  • More time should be spent on capacity building of river basin organizations and river basin managers, to involve both practitioners and decision makers.

Recommendations by NARBO TAC will be considered by the NARBO’s secretariat in improving the contents of NARBO’s 6th IWRM training course and other future trainings. NARBO secretariat is currently preparing for the 6th IWRM Training, which will be held in November in Hoi An, Viet Nam.
