Water Financing Program 2006-2010
Program for Action and Implementation

ADB's Water Financing Program (WFP) for 2006-2010 will be implemented through a three-year rolling work program in ADB's regional departments and Private Sector Operations Department (PSOD).

WFP's program for action and implementation includes stronger country-focused investments, increased technical assistance and the development of supporting papers to facilitate increased water investments.

WATER FINANCING PROGRAM

STRONGER COUNTRY-FOCUSED INVESTMENTS

WFP will focus on, but not be limited to, India, Indonesia, Pakistan, People's Republic of China, and Viet Nam. Together, these countries account for about 80% of the current pipeline of water investments. ADB's regular lending program in these countries will also offer the greatest opportunity to explore an expansion of water lending beyond current ADB country strategies and programs (CSPs).

WFP will also seek to increase water investments in other countries, placing a higher priority on those eligible for concessional funding. These efforts will be subject to the constraints of consessional fund ceilings, and weighed against the demand for resources in other sectors.

INCREASED TECHNICAL ASSISTANCE

WFP will pursue an increase in ADB's technical assistance resources in support of water investments. The aim is to increase funding for national water sector reforms, project preparation and monitoring, and capacity development from the current the current level of approximately $12 million to $20 million.

To this end, WFP will seek to establish several multi-donor funds and facilities to support its water investments, including:

  • a grant-and-guarantee fund for private water investments that also expand water services to poor communities
  • a fund to catalyze water financing to cities without government guarantee
  • a project preparation and monitoring facility for public sector water projects
  • a water knowledge fund to finance knowledge, advocacy, innovation, capacity development, and regional cooperation services (in continuation of the Cooperation Fund for the Water Sector).
