National Water Sector Apex Bodies
Benchmarking and Peer Review of Thailand’s National Water Resources Committee (NWRC)

ADB’s Water for All Policy calls for a renewed focus on national water sector reforms, which should be driven by principles of integrated water resource management, and where policies are based on a comprehensive assessment of all interested parties. At the national level, ADB looks to the national water sector apex bodies (NWSABs) to drive this sector coordination.

Since 2004, Asian NWSABs have been working together on a set of activities designed to address their principal constraints as an organization, and further the cooperation among them. Among these activities is the peer review and performance benchmarking program. Malaysia, Thailand and the Philippines have agreed to pilot test this program.

The program continues with the peer review of Thailand’s National Water Resources Committee (NWRC). The Philippines underwent this process in October 2005, and Malaysia in April 2006.

NWRC has submitted its Self-Assessment Report, a major output of the training, to ADB for review by a Peer Review Team composed of water sector experts.

The objectives of the review were to:

  • Increase understanding of the operations of Thailand’s National Water Resources Committee.
  • Monitor the pilot implementation of NWSABs’ performance benchmarking and peer review process.

ADB, in consultation with Thailand’s Ministry of Natural Resources and Environment, identified the following water sector experts for the Peer Review Team:

Keizrul bin Abdullah, Member Director General, Department of Irrigation and Drainage, Malaysia
Salmah binti Zakaria, Member Director, National Hydraulic Research Institute of Malaysia
Alma Awaluddin, Member Regional Programme Coordinator, Global Water Partnership – Southeast Asia
Le Huan Te, Member Advisor to the Executive Director, National Water Resources Committee, Viet Nam
