The implementation of a global mechanism to promote partnerships among water operators is among the actions included in the Hashimoto Action Plan, which was announced by the United Nations Secretary General’s Advisory Board on Water and Sanitation (UNSGAB) during the 4th World Water Forum in Mexico.
In response, the Asian Development Bank (ADB) and the Global Water Partnership (GWP) entered into a partnership agreement to fast-track developments in the Asia-Pacific’s water sector. One of the agreed core areas of their cooperation is the Water Operators Partnership (WOP) Program.
The WOP aims to organize twinning arrangements between water utilities to develop specific technical or managerial capacity, as well as organize networks of water utilities to facilitate knowledge exchange. The networks, which will use insights from the South East Asian Water Utilities Network (SEAWUN) experience, will be established in Asia’s subregions.
This workshop will lay the foundation for a water utilities network in South Asia.

The objectives of the workshop are to
- Discuss the merits of establishing a Water Utilities Network in South Asia that will serve as a platform for the implementation of the ADB-GWP WOP program
- Secure commitment of participating utilities to the proposed network
- Promote the network and the WOP program to other utilities in time for a larger workshop in early 2007
