Asian cities are at different stages of development and growing at different rates. Many, however, are burdened with the usual problems of growth.
Up to as much as 60% of the urban population in some cities live in inadequate housing, mostly in sprawling slums and squatter settlements. Less than half of the cities' populace have safe water supply, and even less have sewerage connections. Only half of solid waste is collected and disposed, with uncollected wastes finding their way to rivers, drainage canals, and other waterways. Unemployment, environmental degradation, lack of urban services, deterioration of infrastructure, and lack of access to land, finance, and adequate shelter are among the main areas of concern.
ADB's 2005 review of its Urban Sector Strategy, as well as ground reality documented in case studies and country development profiles, affirms the urgent need for sound urban planning.
What are the organizational, legal and financial complexities in urban planning and management? What are the issues, options and best practices? A lot of lessons have been gleaned over the years but they need to be shared in a manner that lends itself to practical use.
The ATRIUM is being established to strengthen knowledge sharing on urban and water management among developing countries. Specifically, it aims to
Create a platform to stimulate discussions and knowledge sharing among governments, industries, and international organizations on innovative and sustainable urban management solutions; and
Promote public-private partnerships in urban management.
The partnership will provide a flexible framework of cooperation between ADB and IE Singapore, under which knowledge sharing programs and demonstration projects can be undertaken. It will be guided by the following principles:
Share knowledge on lessons learned, and plan and evaluate cooperation activities in urban management for Asia Pacific countries.
Leverage and pool resources, expertise and facilities to mutual advantage and benefit.
Evaluate the effectiveness of collaborating on respective organizational mandates and priorities.
