ATRIUM Programs
ADB and International Enterprise (IE) Singapore established the Asia Training and Research Initiative for Urban Management (ATRIUM) to promote cooperation and knowledge sharing in urban infrastructure and water management. |
MORE ABOUT ATRIUM

ADB and IE Singapore will undertake the following key programs for ATRIUM.

Knowledge Sharing Programs The partners will develop and cofinance specific programs targeted at urban sector policy makers from developing countries. These programs will leverage off Singapore’s considerable development experience in urban management. |

Pilot Demonstration Projects Under the ATRIUM, ADB and IE Singapore will develop and cofinance specific pilot projects in urban management for selected developing countries. For example, Singapore’s model in urban renewal could be replicated in selected cities for pilot study. |

Evaluation of Jointly Developed Programs The partners will gather feedback from participants of knowledge sharing programs and prepare evaluation reports aimed at seeking continuous improvements to the programs. |
ATRIUM’s initial programs will focus on key aspects of urban management. Among them are
- Land use and urban master-planning
- Transportation planning and management
- Integrated water resources management
- Municipal water and solid waste treatment
- Environmental management
The framework for ATRIUM’s knowledge sharing programs can be represented as follows:

For all cooperation and joint activities under the ATRIUM, the partners will jointly determine the following:
- activities to be carried out for the benefit of urban management officials from selected Asia-Pacific countries
- agencies and experts to conduct the joint cooperation activities
- duration of each joint cooperation activity
- countries and participants per country
For knowledge sharing programs conducted in Singapore:
- ADB or the participating countries will fund the cost of travel (i.e. airfares to and from Singapore, local accommodation and per diem) for the participants.
- IE Singapore will provide and fund the necessary local experts; and cover local expenses (i.e. training fees, facilities and local transport).
For pilot demonstration projects:
- ADB and IE Singapore will explore possibilities to share the costs of experts in a manner that complies with respective policies and procedures.
