ADB’s pilot and demonstration activities (PDAs) provide opportunities for testing innovative ideas, technology, and methodologies to improve water services delivery and water resources management on a smaller scale.

WHO CAN APPLY?
  • A professional staff member of an ADB regional department (RD). The RD will designate an "activity officer" who will be responsible for activity preparation, implementation, monitoring and evaluation.

  • An external organization which would typically be an NGO, an agency, or some other stakeholder, working and/or resident in an ADB developing member country (DMC). External proposals must be sponsored by an ADB officer who agrees to act as the "activity officer".
HOW WILL PROPOSALS BE SUBMITTED?
  • Proposal should use the standard Request for Support Form.

  • External proponents should submit their proposals to a prospective activity officer or to the Water Fund Manager. Visit http://www.adb.org/About/orgdepts.asp to get the contact details of specific RDs or offices.

  • ADB staff and activity officers should submit the proposals to the Water Fund Manager, who will review their eligibility and assist their development and approval.
WHO WILL EVALUATE THE PROPOSALS?

The Water Fund Manager, with assistance from the Water Team, will review and propose its consideration to the PDA Advisory Panel for "no objection".

WHAT ARE THE NEXT STEPS UPON SUBMISSION OF THE PROPOSAL?
  • The Water Fund Manager will notify the ADB activity officer and the external proponents of the outcome of the proposal's review by the PDA Advisory Panel.

  • For approved proposals, ADB will request government concurrence. In the meantime the Water Fund Manager will prepare a Letter of Agreement (LoA) to be signed by ADB and the Executing Agency. Alternatively, ADB will recruit consultants in accordance with ADB’s Guidelines on the Use of Consultants and other arrangements satisfactory to ADB. Equipment and materials to be financed by the TA will be procured by ADB, or the consultants, or in the case of PDAs and partnerships activities, the implementing agencies, in accordance with ADB’s Guidelines for Procurement.

  • For the implementation of each PDA, national and international non-government organizations (NGOs), academic/research institutions and, where needed, domestic and/or international short-term individual consultants may be engaged by the Executing Agency to assist in the implementation of the project.

  • Implementing parties can begin operations upon receipt of all required documents. The funds will be released based on the payment schedule and requirements defined in the LoA.

WHICH PROPOSED PROJECTS WOULD QUALIFY?

Proposed projects should:

  • Focus on fresh water resources and/or fresh water services
  • Be implementable within 12 months or less
  • Involve a maximum request for $50,000 financial assistance
  • Not duplicate ongoing or pipelined activity in the developing member country
  • Be directly relevant to the "sector outcomes" cited in the Country Partnership Strategy for the country concerned
WHICH PROPOSED PROJECTS WOULD NOT QUALIFY?
  • Projects wholly comprised of workshops and conferences
  • Projects wholly comprised of training/course materials development
  • Projects wholly focused on capacity building
  • Activities that would typically be included in a technical assistance (TA) or loan-funded project
  • Activities merely adding to an actual TA or project, e.g. preparation of additional sub-project appraisal reports
WHAT ASSISTANCE CAN SUCCESSFUL PROJECT PROPONENTS EXPECT?

Successful proposals will be allotted up to a maximum of $50,000 funding assistance. These funds can be used for, among others, the following:

  • Consultant services to support ADB missions in developing, validating and demonstrating new approaches
  • Field-based applied research and demonstration by local stakeholders, including NGOs
HOW WILL PROPOSALS BE REVIEWED

The proposal will be reviewed according to its technical merits, extent and nature of proposed innovation, and potential for replication.
