The Yom River Basin in northern Thailand supports the livelihood of more than 2 million people. To manage this precious water resource, the Department of Water Resources of the Ministry of Natural Resources and Environment (MONRE) formulated an integrated plan on water resources management in the Yom river basin. The Yom River Basin Committee (YRBC) is expected to take a prominent role in river basin management, including responses to water shortages, flooding, and environmental deterioration.
This PDA piloted an adaptive management approach to integrated water resources management in the Yom river basin. Adaptive management, also known as adaptive resource management, is a structured, iterative process of optimal decision-making in the face of uncertainty, with an aim to reducing uncertainty over time via system monitoring. - Provision of knowledge on IWRM principles to the local government administrations and civil society
- Creation of opportunities for the basin and sub-basin committees and stakeholders to formulate short term plans based on adaptive management approach and begin to develop an overall basin plan
- Consolidation of working procedures for all concerned agencies to support the local development initiatives with technical and financial assistance
- Further development and implementation of monitoring and evaluation processes to measure the performance of the basin organization, provincial, and local administration

- PDA Thailand: Consolidating Advances in Integrated Water Resources Management in Yom River Basin
- Establish good working relationships among key agencies and stakeholders, and between Upper and Lower Yom stakeholders
- Direct focus of working group to the implementation of four small projects that address stakeholders’ immediate needs
- Form a network of sub-districts along both banks of the Yom river to start immediate actions, involve more stakeholders, and expand area coverage; This network helped identify activities and proposed tentative work programs for the next phase
