Relevance to the Country Strategy and Program

One of eight key principles behind introduction of ADBs new business practices in 2002 was 'Quality at entry and shift in focus upstream'. This goal is consistent with the concept of more comprehensive options assessment as it aims to;

'ensure better identification and conceptualization of projects at the initial stages of the cycle' and 'mandate greater quality control efforts at the early stages of the process'. (para 6(ii))

In implementing this principle, ADB has adopted more of a 'sector approach' to programming with roadmaps that 'describe medium term targets and plans for each thematic area or sector, including planned policy reform, institution development and investment initiatives' (para 29).

Opportunities to focus on options assessment during the program and project identification process include:

  • findings of strategic environmental, social assessments and sector analyses reflected in the thematic roadmaps
  • management review of the country strategy and program
  • scoping of preparatory technical assistance or TA loan
  • articulation of the remaining assumptions and risks associated with the chosen project in the project concept note.
