Extracts from ADB's Policy on Incorporating Social Dimensions in bank Operations related to identifying needs and assessing options:

Project identification:

In pursuing these social objectives the Bank will: (i) encourage a sense of ownership of Bank-assisted projects on the part of stakeholders (e.g., beneficiaries, the DMC government, the executing agency, and the people adversely affected by the project); this sense of ownership will be facilitated by adopting a participatory development process in which the stakeholders are provided opportunities to actively influence and share control over the project and decisions that affect them at all stages of the project cycle, beginning with project identification;… (OM 47 BP para 4).

'Issues relating to social dimensions will be addressed appropriately in both macro and sector operations of the Bank in its DMCs and in specific project work right from the initial stage of identification…' (OM 47 BP para 5).. The Handbook for Incorporation of Social Dimensions in Projects, 1994, outlines the facets of a social analysis. Section II.B.2 paras 21-23 deal with the assessment of needs of the community, client and target groups. Section II.B.3 paras 24-26 cover the assessment of demand for a project.

Project design:

'..(iii) conduct, where necessary, a social analysis during the preparation of a project so as to ensure that the project design and implementation reflect the needs, demands, and absorption capacities of the affected people;… '(OM 47 BP para 4).

'The Social Analysis must examine all socioeconomic facets that may be important for determining the scope and content of a project and for determining the appropriate implementation arrangements'. (OM 47 OP para 7).
