Extracts from ADB's Gender and Development Policy related to identifying needs and assessing options:

One of the five key elements of the policy is 'Mainstreaming: to consider gender issues in all aspects of Bank operations, accompanied by efforts to encourage women's participation in the decision-making process in development activities' . (page 41).

The Bank will 'facilitate gender analysis of proposed projects, including program and sector loans, and ensure that gender issues are considered at all appropriate stages of the project cycle, including identification, preparation, appraisal, implementation, and evaluation; (page 42(ii)).

'Gender considerations will be included in the Bank's macroeconomic, sector, and programming work as specified in the Bank's revised OM section on WID. …. The [country program and strategy] will include consideration of how the Bank intends to promote women's development in the country in the context of the strategy'. (page42).
