How to identify the stakeholders - defining rights, risks and responsibilitiesGovernments and development agencies have evolved guidance on participatory processes over time and there is no single 'best' approach. One of the first steps is to identify who are the stakeholders to engage with, what their interests are and how will they be represented. The World Commission on Dams proposed an objective approach to stakeholder identification based on the identification or rights and risks of the various groups involved, whether they be project promoter, affected person or beneficiary. World Bank staff subsequently built on this proposal and suggested addition of a third category to include a definition of responsibilities of each of the groups. An overview of these rights, risks and responsibilities can be developed during the assessment of project options and further detailed in an Initial Social Analysis and subsequent feasibility studies.
