WCD - Baseline Social Conditions

The World Commission on Dams identified the importance of social impact studies as part of both Strategic Impact Assessment (Guideline #4) and Project-Level Impact Assessment (Guideline #5). A central component to these assessments are the Baseline Social Conditions (Guideline #17).

The baseline 'provides key milestones against which project performance and positive and negative impacts can be assessed through periodic monitoring and evaluation'. A two stage approach was proposed:

  • a low intensity appraisal during options assessment, linked to Strategic Impact Assessment
  • a more comprehensive baseline during Project-level Impact Assessment once an intervention emerges from the options assessment process.
