Sectoral policies - Water, Fisheries, Forestry

Water:

'The poor must be enabled to influence decisions that affect their access to water for both consumptive and productive use'. (para 23)
'To implement the IWRM [Integrated Water Resources Management], ADB will support the establishment of river basin organizations (both formal and informal) to facilitate stakeholder consultation and participation..' (para 30)
'ADB will encourage DMCs to adopt participatory and negotiated approaches for water allocation'. (para 31)

The provisions of the Water Policy regarding participation related to dam projects was reviewed through a consultative process and resulted in the following revision:

'All such projects [i.e. dams] will need to be justified in the public interest and stakeholders must be provided the opportunity to comment regarding the justification with their views considered. The ADB will promote the participation of government, civil society and other stakeholders in the country towards this end. (para 32)
'Participation will be the cornerstone of ADB's country water strategies: institutional arrangements for participation, particularly at the community level, will be strengthened'. (para 40)
'Communities and individuals that are underserved -including the urban poor and the socially excluded, such as ethnic minorities and indigenous peoples-need to be mainstreamed'. (para 53)
'Simultaneously, ADB recognizes that women are important water users, clients, and beneficiaries, as well as managers of water for family nutrition, hygiene, health, and community activities'. (para 53)
'Water projects supported by ADB will incorporate carefully designed components that promote the participation of civil society in identifying needs and issues, designing solutions, and establishing mechanisms for monitoring and dispute resolution'.(para 53)
'To ensure that water sector activities are gender-responsive at policy and institutional levels, ADB will promote the integration of gender concerns in policies, plans, programs and projects'. (para 54)

Forestry

'(iii) Participation: the involvement of people- where appropriate, with the help of NGOs - in policy formulation and implementation is both an objective and a means of development; forestry is characterized by strong backward and forward linkages, and the participation of all true stakeholders can ensure a rational balance between its ecological and economic roles'. (p 11)

Fisheries

Artisanal fisheries: '..in its lending and TA operations, the Bank will promote the involvement of local government units and fishing communities in fisheries management as an integral component of national policy'. (p45)
