Environmental Policy and Guidelines

'In developing and implementing poverty partnership agreements…, through a participatory approach, will seek to identify opportunities for environmental improvements and sustainable natural resource management for poverty reduction.' (para 26)

'ADB will assist DMCs to strengthen their policy legislative and institutional frameworks to …(iii) enhance the participatory role of local governments and communities in supporting environmentally sustainable development actions ..;' (para 27)

'ADB requires public consultation and access to information in the environment assessment process. …The consultation should carried out as early as possible in the project cycle so that the views of the group to be affected by the project are taken into account adequately in the design of the project and environment mitigation measures'. (para 63; OM F1/OP para 9)

'To facilitate the required consultations with project affected groups and local NGOs, the borrower will provide relevant information on the project's environmental issue in a form and language(s) accessible to those being consulted'. (para 64)
