Resettlement Policy
'..Affected people are to be consulted on compensation and or resettlement options, including relocation sites, and socio-economic rehabilitation…and specific opportunities are provided for them to participate in choosing, planning and implementation options…..Where adversely affected people are particularly vulnerable groups, resettlement planning decisions will be preceded by a social preparation phase to enhance their participation in negotiation, planning, and implementation'. (OM section F2/BP para 4(v))
'Interventions are to be designed with participation by, and consultation with affected people, including the poor and vulnerable to ensure their needs, priorities and preferences are addressed. (OM section F2/OP, para 17)'
'An initial poverty and social assessment (IPSA) is required for every development project and should be undertaken as early as possible in the project cycle, and preferably by the time of fact-finding for a project preparatory study. It should assess the stage of development of various subgroups, and their needs, demands, and absorptive capacity. It should also identify the institutions to be involved in the project and assess their capacities. …'. (OM section F2/OP para 23)
'Further consultation also takes place during resettlement to identify and help address issues that arise'. (OM section F2/OP para 44)
'Public disclosure of resettlement plans and frameworks is mandatory. In the case of resettlement plans, resettlement information on compensation and resettlement options, must be disclosed to the affected people before the first MRM [Management Review Meeting] or PSCCM [Private Sector Compliance Committee Meeting] in a form and language that they can understand'. (OM section F2/OP para 45)
