Gender and Development Policy

The Bank's policy on Gender and Development comprises 5 main elements (p41):

  • Gender sensitivity
  • Gender analysis
  • Gender planning
  • Mainstreaming: ' to consider gender issues in all aspects of bank operations, accompanied by efforts to encourage women's participation in the decision-making process in development activities'.
  • Agenda setting
The Bank will ' facilitate gender analysis of proposed projects, including program and sector loans, and ensure that gender issues are considered at all appropriate stages of the project cycle, including identification, preparation, appraisal, implementation, and evaluation. (p42)
'Special strategies will be included in the Bank's health, education and agriculture projects to facilitate women's inclusion and to address gender disparities such as ….improving women's access to land; training of female agricultural extension workers, supporting labor-saving technologies and enhancing women's access to savings and credit services'. (p44)
'In the processing of new projects, including program and sector loans, gender concerns will be addressed as part of the ISA [Initial Social Assessment]..' ..'During project implementation, GAD objectives and components will be systematically monitored and reported'. (p45)
