Long Term Strategic Framework

ADB's Long Term Strategic Framework identifies three core strategic areas of intervention consonant with its poverty reduction strategy (para 25):

  • sustainable economic growth
  • inclusive social development
  • governance for effective policies and institutions

These are supported by three cross-cutting themes (para 26):

  • promoting the role of the private sector in development
  • supporting regional cooperation and integration for development
  • addressing environmental sustainability

In targeting poverty reduction, growth and sustainability, the LTSF recognizes that 'Ensuring the participation of all stakeholders in development decision making and giving them equitable access to assets and opportunities are essential to maximize the benefits of growth and make development broad-based'…and that there will be demands from individuals to 'participate more actively in decisions that affect their lives..' (LTSF para 6)

'An important dimension of inclusive development is…involves strengthening the participation of all those affected directly and indirectly by ADB's interventions, beginning at the design stage, in order to ensure that such programs are relevant and feasible. Building the capacity for participation, including participation at the local community level, will be an important element of ADB's promotion of good governance'. (LTSF para 26)

'Accompanying growth must be a comprehensive program for social development that puts people first and empowers the weaker groups in society to gain access to assets and opportunities' (LTSF para 36)

'Encouraging civil society to participate in social development programs to ensure widespread support will also contribute to social development'. (LTSF para 38)
