Governance Policy

'Participation is necessary for governments to make informed choices in respect of peoples' needs, while allowing social groups to protect their rights'. (p33)

'The representation and participation of citizens heightens effectiveness and accountability of development activities'. ..the Bank will ensure consultations with groups likely to be positively or adversely affected, providing an opportunity to improve project design or suggest ways of mitigating adverse impacts'.
