Gender and Development

'In the processing of new projects, including program and sector loans, gender concerns will be addressed as part of the ISA [Initial Social Assessment]..' ..'During project implementation, GAD objectives and components will be systematically monitored and reported'. (p45)

In 2003, ADB published a Gender Checklist on Resettlement to assist staff and consultants in implementing its policies on Involuntary Resettlement (1995) and Gender Development (1998). Its intention is to guide users in 'identifying and addressing gender issues in resettlement planning, implementation, and monitoring, and in designing gender-inclusive resettlement plans'. The Checklist covers:

  • Consultation and Participation
  • Resettlement Planning
    • data collection, defining entitlement and eligibility, gender sensitive institutional framework, resettlement and compensation options
  • Resettlement and Rehabilitation
    • site selection, housing, habitability and safety, civic infrastructure, transition issues, compensation, security of tenure, income restoration
  • Institutional Considerations
    • institutional capacity, grievance redress mechanisms, financing, resettlement budget
  • Monitoring and Evaluation
