UN Convention on Non-Navigational Uses of Transboundary Watercourses (not yet in force)

The UN Convention on Non-Navigational Uses of Transboundary Watercourses was passed by the UN General Assembly in 1997, but as of January 2004 has only been ratified by 12 out of the 35 countries necessary for it to enter into force.

However, its general principles of 'equitable and reasonable utilization' and the 'obligation not to cause significant harm' have entered into general usage in a number of cases and are considered by some as a form of soft law. The full text of the Convention is available online.
