Mechanisms to encourage compliance

The need for a more rigorous, transparent and accountable approach to implementing social and environmental agreements was highlighted in a thematic review on Regulation, Compliance and Implementation prepared as an input to the WCD:

'In the past, a high proportion of the conflict or ill-feeling surrounding dams has resulted from disagreement over the extent of compliance with agreements relating to environmental mitigation, resettlement, or other social factors expressed in terms inherently different to those describing the financial or engineering components of the project.

High priority must now be given to restoring confidence in the system by making the terms of the environmental and social components of dams agreements as precise, clear and implementable as the engineering and financial components'. (p37)
