ADB's follow-up to the World Commission on Dams

Although no institutional position on the WCD report has been taken, there appears to be a general understanding that the framework of ADB policies is adequate to deal with the issues raised in the WCD report.

An underlying premise of this interpretation being that there is considerable synergy between ADB safeguard policies and the WCD's recommendations and that ADB's policies do not preclude adoption of new ideas and practice as considered relevant. In such cases, a case by case assessment would be made based on the local context.

ADB participated in the WCD process:

• as a WCD Forum member
• by co-financing the East and Southeast Asia Regional Consultation held in Hanoi in February 2000
• by providing technical assistance to assess the performance of four dam projects, see paper submitted on the pilot project and the full report
• through secondment of a staff member to work on a survey of multilateral bank practice on economic and financial analysis of dam projects
