Recommended areas for policy dialogue

Further dialogue within ADB on areas of emerging good practice is recommended by the author as part of the ongoing process of policy review and development of guidance for staff. An initial focus of this process could be the review of ADB's Water Policy being be undertaken in 2005.

Specific topics include:

• environmental flows - an integrating mechanism for water resources management
• participatory processes for meaningful stakeholder involvement, at both strategic planning and project levels
• more explicit assessment of options early in the planning process
• use of strategic environmental assessments to address key issues early on
• application of cumulative impact assessment
• benefit sharing mechanisms - experience with resettlement as a development component,
• dam safety - alignment with World Bank guidance.
