The Asian Development Bank Institute (ADBI) invites expressions of interest to conduct computer-assisted telephone interview (CATI) surveys of households in South Asian countries to better understand the size, aspects, and incidence of COVID-19 pandemic impacts on vulnerable people in the region.

The CATI surveys would preferably be conducted by survey firms or a team of consultants between November – December 2021 in one or more South Asian countries. They include Bangladesh, Bhutan, Nepal, Sri Lanka, and Maldives


  • Translation of the master questionnaire into local languages
  • Pilot survey and reporting
  • Organizing and conducting CATI and online surveys
    • Methodology: CATI Household survey
    • Sample size: Bangladesh (2,000), Bhutan (1,500), Nepal (2,000), Sri Lanka (2,000) and Maldives (1,000). The sample size per country shall be as representative as possible across urban-rural areas and country regions
    • Respondent: household head or person knowledgeable of household finance
    • Coverage: Nationally representative across regions, urban-rural areas, and income ranges
    • Questionnaire length: around 45 questions, mostly multiple choice
  • Quality control (at least 30% back check)
  • Data cleaning and processing
  • Dataset in Stata or Excel (including metada)
  • Progress update meeting (Field and data report)

Project Management Staff Requirements

  • Excellent command of English and local languages
  • Master’s degrees in social sciences
  • At least two years of experience conducting surveys in one or more South Asian countries
  • Access to household telephone numbers in one or more South Asian countries
  • Good organizational skills

  1. Detailed proposal describing how the above services will be completed and addressing the following:
    1. Proposed staffing arrangements (project managers and interviewers)
    2. Training procedure of interviewers
    3. Quality control process
    4. Weekly timeline plan
  2. Budget in US dollars, including all taxes and bank transfer charges, for the above services
  3. Summary of experience managing comparable projects and the qualifications of staff (see the above project management staff requirements)
  4. CVs of project managers
  5. Names and contacts of references from similar projects (if available)

Note: Interested parties may apply for one or more country only if they have the ability to work there.

Selection Criteria

Award will be based on (i) technical experience and (ii) successful negotiation of final contract price.
